1. The first stage: portraying Israel as "rejecting peace," while the Arab world, including the PLO, desires it. This will deepen Israel's isolation and increase pressure on it. This has already taken place. 2. In the second stage, Israel will be forced to embark upon difficult and painstaking negotiations in a process which, ultimately, will take it back to the 1967 lines. As a result, Israel will again be weakened, losing its defensive capability. That, too, is happening. 3. The third stage will see the intifada moving from the "1967 model" to the "1947 model" and focusing mainly on Galilee, where most Israeli Arabs live. After a long and wearying struggle, Israel will also give up central Galilee and the northern and southern "triangles" (from Megiddo through Wadi Ara, to Kafr Kassem19, an area in which 250,000 Palestinian citizens of Israel live). 4. The fourth and final stage: After the retreat to borders approximating the 1947 Partition Plan, these Arab circles think Israel's continued existence is strictly a question of time."20 "The strategy of phases" was developed by late Egyptian President Anwar Sadat, after the Egyptian failure - under his military leadership - to vanquish Israel during the Yom Kippur war21. "If we cannot defeat Israel militarily," he said, "we shall overcome her at the negotiating table." Using as bait the prospect of acceptance by and peace with her Arab neighbors, Israel would be manipulated to give up land for peace, piece by piece until it would have become indefensible, by which time the Arab world would wipe out the "Zionist pig occupying holy Arab soil." Hosni Mubarak was Anwar Sadat's prodigy, discipled to carry on Sadat's policy and strategy. Osama el-Baz is of the same school. Yasser Arafat, after having first followed the fanatic line of Gamal Abdul Nasser, which the Islamic Jihad, Hamas, Hizbullah, etc. have sworn to carry on, also adopted Sadat's strategy, seen that 30 years of terrorism did not realize the PLO's cherished goals. Egypt decided to prohibit the distribution of The Jerusalem Post because of a cartoon which showed Islamic militants in Egypt firing weapons at a retreating Mubarak and Moussa. The caption read: "Quick! Figure out a way to blame Israel for our terrorists, too!" THE PALESTINIAN POLICE, THE FUTURE ARMY OF TERROR. "Each evening they come back, howling like dogs and prowling about the city. There they are, bellowing with their mouths, and snarling with their lips - for 'Who,' they think, 'will hear us?' But Thou, O LORD, dost laugh at them; Thou dost hold ALL the nations in derision... Slay them not, lest my people forget; make them totter by Thy power, and bring them down, O LORD Our Shield! For the sin of their mouths, the words of their lips, let THEM BE TRAPPED IN THEIR PRIDE. FOR THE CURSING AND LIES WHICH THEY UTTER, consume them in wrath, consume them till they are no more, THAT MEN MAY KNOW THAT G-D RULES OVER JACOB to the ends of the earth. Each evening they come back, howling like dogs and prowling about the city. They roam a about for food, and growl if they do not get their fill..." (Ps 59:6-8, 11-15, RSV). Under the cloak of fighting terrorism Arafat managed to convince Rabin that the PA must have another 2,000 police men. 1,500 of these additional men are pro-Arafat fighters from refugee camps in Lebanon. The police force, now numbering 15,000 men, is already TWICE the size the Cairo accord allows. Instead of combatting terrorism, the police force has become Yasser Arafat's militia22, while other militias have been formed by Hamas, Islamic Jihad and the PLO radicals. All these men have been trained in Syrian, Iraqi, Lybian and Lebanese terrorist camps. The doubled number of police men only increases the number of potential terrorists and the quantities of arms entering the Gaza District. Since the Israeli army left, smugglers have turned the Strip into a huge arms cache. The land and sea smuggling routes from Egypt, virtually inactive when Israel ruled the area, are now bustling. Now the terrorists, armed with TNT explosives, Rocket launchers, mortars and other sophisticated weaponry in place of home-made bombs, and educated by experienced "comrades" released from Israeli prisons, can organize and train unmolested under the auspices of the PA. Palestinian Police weaponry has also been used in terrorist attacks, such as the October gun attack in central Jerusalem. This makes the war against terrorism much more difficult, having tripled the number of its Jewish victims since the Oslo agreement. Moreover, the Rabin/Peres & Co. awarded VIP
status and free access to Israel to Jibril Ra-joub, Mohammed Dahlan and
Amin Hindi, the chiefs of PLO terrorism, who are now the comman-ders of
the PLO security services in Jericho and Gaza. Rabin's policy has become
a "license to kill." For, as Nabil Shaat, a close Arafat adviser, made
clear on January 11, both the "armed struggle" against Israel, and the
"intifada" will continue as long as "the occupation" does. With occupation
the whole of Israel is meant, which they claim as the land of Palestine,
"unjustly occupied" by the Zionist imperialists, who try to "colonize"
holy Arab soil.
